4 Sec 4 And be it further ordained that if any person shall be found drunk in the streets of he, she, or they shall pay a fine of twenty five dollars to be tried <​convicted​> before the Mayor for of drunkenness— <​in this ​> he she or they shall be fined twenty dollars.— this fine may be paid in labor upon the public streets <​or other public works of this ​> at the discretion of the Mayor.
