Sec. 3. That if any person shall neglect to attend at the hour set for trial before the Mayor, any Alderman, or the Municipal Court <​without a reasonable excuse,​> after being duly notified, such person shall be fined one dollar for every hour’s delay. This ordinance to take effect, and be in force, from and after its passage. Passed, Nov. 19— <​27th.​>

It was sent to committee, which gave their recommendation at the 27 November 1841 council meeting, and the bill passed without the third section.
