be in favor of having a regular clerk appointed to take charge of the books so that the accounts may be kept correct.
said there were books kept, which would show all the sales of the stock except what was in the hands of Agents at a distance. He was in favor of issuing new stock after collecting the old, but he thinks the old stock could not be gathered in, in three years. Some of the stock is in the hands of individuals in , and it is scattered all over the states. As to the new certificates, his opinion is, that the design was not to collect the old stock untill the was finished, and the new stock to be issued only to permanent shareholders.
