for us, we give them instructions as we see proper, but we are not under the necessity of making them members of this body. We can put them under the same obligations of secrecy as we are under, and then give them all the necessary instructions. This council cant go every where where themselves but they must make use of such means to do the business as they can get.
Coun. again said inasmuch as the members of this council have no right to instruct brother of the matters pertaining to the council, and if he cannot be instructed, he apprehends a difficulty.
The asked if there is any person here who knows it is not right to have a thousand men in this council. We may have as many men here as we have a mind [p. [279]]
