the chairman of said committee stated that he was taken sick immediately after his appointment and consequently was not able to make any report, not being in possession of any facts in relation to the matter.

Spencer recorded in his journal that he was “taken sick with the ague & feavor” on 3 September and that the sickness persisted throughout the month.
