The Undersigned, a Committee of the City Council of , appointed to address your on the subject of Commissions for the Mayor and Aldermen of said , beg leave to state.
On a careful and attentive perusal of the Act of incorporation for said we are of the opinion your will clearly perceive that the inhabitants of said are invested with plenary powers to govern themselves by their representatives in Council assembled, and to make ordain and establish such laws as they may deem requisite for the peace benefit welfare and convenience of the inhabitants of said , not inconsistent with the laws of this or of the , vide [p. 177]
