That hereafter all persons Subpoenaed and attending upon Courts of Trial as witnesses or as Jurors in civil cases, shall not be compelled to testify or be held in attendance either as Witness or Juror unless they shall first be tendered the Sum of fifty cents per day for each witness & each Juror subpoenaed.
