At the 11 November 1843 Nauvoo City Council meeting, several claims were presented and allowed. On 15 December 1843, Thomas Bullock, acting on behalf of Willard Richards, created this pay order that included requests for payment for all of these claims, as well as a claim from Theodore Turley presented at the 12 December 1843 council meeting. These transactions were recorded in the Nauvoo City Treasury Ledger on 26 December 1843. (Nauvoo City Council Rough Minute Book, Nov. 1842–Jan. 1844, 22–23, 25.
