If members of the city council were to be absent for significant lengths of time, substitute or temporary councilors were elected and sworn in to fill the vacancy. On 17 May 1842 Bennett submitted his letter of resignation, which was accepted by the city council on 19 May 1842, at which time JS was appointed mayor by the council and Hyrum Smith was appointed vice mayor; William Smith was appointed to fill JS’s council seat. On 9 March 1844, the city council carried a motion “that all the old aldermen be added to the List of members of this council.” Up to that point, eight men had served as aldermen. Of those eight, only three were still serving, leaving five—William Marks, Newel K. Whitney, Gustavus Hills, Hiram Kimball, and Samuel Smith—who could be considered “old aldermen.” The attendance records from 10 February to 13 July 1844 has the list of aldermen and councilors, mayor, marshal, and recorder and then lists additional aldermen and councilors; Hiram Kimball appears in this list of additional aldermen and shows attendance beginning 29 April 1844. On the attendance record for 9 March 1844, a note indicates that Kimball had not been notified of that meeting, giving reason for his absence. The notation vouching for Kimball’s absence from the 9 March meeting is evidence that he had been added to the city council as an alderman by that date despite his absence that day. For the 13 April meeting, the attendance record contains no such note vouching for Kimball’s absence from that meeting.     On 9 March 1844, the city council carried a motion “that all the old aldermen be added to the List of members of this council.” Up to that point, eight men had served as aldermen. Of those eight, only three were still serving, leaving five—William Marks, Newel K. Whitney, Gustavus Hills, Hiram Kimball, and Samuel Smith—who could be considered “old aldermen.” The attendance records from 10 February to 13 July 1844 has the list of aldermen and councilors, mayor, marshal, and recorder and then lists additional aldermen and councilors; Hiram Kimball appears in this list of additional aldermen and shows attendance beginning 29 April 1844. On the attendance record for 9 March 1844, a note indicates that Kimball had not been notified of that meeting, giving reason for his absence. The notation vouching for Kimball’s absence from the 9 March meeting is evidence that he had been added to the city council as an alderman by that date despite his absence that day. For the 13 April meeting, the attendance record contains no such note vouching for Kimball’s absence from that meeting.     Section 1 of “An Ordinance concerning the Inspection of Flour in Nauvoo, and for other purposes,” stipulated that an inspector of flour be appointed and sworn into office once each year by the city council.     On 13 January 1844, the petition of J. S. Weld and twenty others that John Haven be appointed second inspector of flour was accepted by the city council.
