Wheras the citizens of the city of . autherised the city council to organize a city police. for the security of the Lives property and peace of said . and whereas a police was organized and have served the to <​the​> best of their ability under very unfavourable circumstances ever since its organization, up to the present. in consequence of the want of faith in the ability to redeem the scrip that is isued.

And wheras the police have suffered considerable and are now suffering in not being able to realise full value for the scrip. and even able not to pass it at all. for anything that will feed or clothe them we therfore ear[n]estly pray your honerable body to do somthing that will Give the people confidence So that the scrip will pass current among us. we are of the opinion that no man among us who considers our situation will object to paying a tax to meet the wants of the and we therfore hope you will pass some ordenance. at your pressant session that will releave our necessitys and we as in duty bound will ever pray
