To the City honerble Council of
We youre patitioners being desireous for the prosperity of the City of , and being satisfied that a sufficient water power <Can> be obtained at the place we are building a mill, to do a good business, we ask of youre honorable body to grant to us a privilage of running a dam or pear [pier] out into the to the bar, from thence up to the channel, and down to the first inland below. This dam would not obstruct steam boat navagation, but would make a comodious harber or or landing above, and a safe harber <for> boats <below> dureing the winter, as the water is sufficiently deep nearley up to s, and the ice would be prevented by the dam from passing through that place—
